Where is the best place for a Warrior/Monk to use the signet of capture, also does this give you Ellite Skills ?

Err...it depends on the skills you want to capture...

Yes, it does give you elite skills. Those are really the only skills worth capping with a Signet, since all other skills can be bought from a skill trainer.

Basically you can Capture any skill (that you don't already have) with it.
If you kill a Boss, you can Capture an Elite Skill (not all bosses have one, especially in the low level areas)

You use it over the dead body of a boss that is of the same profession as you (either primary or secondary professions). When you use it, it will give you a list of skills the boss has. The shaded in skills are skills that you already have. The unshaded ones are the ones that you can capture. The skills with a yellow/gold box around it is the elite skill.

What if you use it on a bosses dead body just to get a skill for your hero? will it work or will a message come somthing like (THIS SKILL CANNOT BE LEARNED, YOU ARE NOT OF THAT PROFFESION) or somthing like that?

Either your primary or secondary profession must be the same as the boss's in order to capture a skill from them. Otherwise, the list of available skills will be empty.

If you plan on getting elites for your heroes, you could just unlock them with faction. Your heroes will learn then but your pve warrior will not (even if the professions are the same).

And no, capping doesn't work the way you're asking. They answered your question. Heroes also can't equip capture signets.
